Chair
Jay Wooley hails from Region 3 and has held the position of Chair since 2017. Jay chairs both the Scholarship and CEO Goals Committees.
Jay graduated from Portland State University with a Bachelor's Degree in Business. He has been a small business owner for the past 35 years. He is involved with the Oregon Climate Action Plan and promotes the use of green power and community solar in the community. He pushes for fair and stable rates.
Jay is married to his wife, Katherine, with whom he shares 5 children. He enjoys skiing and painting in his spare time. He also serves on the Habitat for Humanity Board.

- Credentialed Cooperative Director Certificate from the National Rural Electric Cooperative Association (NRECA)
- Received the Board Leadership Certificate
- Awarded the NRECA Gold Director Certificate in 2018
- Received the Touchstone Energy Power and Hope Recognition Award in 2020
